History of the Hungarian Science and Technology Foundation (TETALAP)

 

The Hungarian Science and Technology Foundation (TETALAP) was established in 1994 by the Hungarian Ministry of Foreign Affairs. The aim of the establishment was to provide support to the Hungarian R&D community in its international scientific and technological cooperation activities. Since 1998, the Foundation has been operating as a public benefit organisation.

As commissioned by the Ministry of Foreign Affairs, the Foundation played a significant role in executing the intergovernmental S&T agreement between Hungary and the USA between 1989 and 2003. The Foundation was responsible for managing the grant system of the US-Hungarian Science and Technology Joint Fund (about 250 research projects, 100 scientific events, and 200 research exchanges).

Since 1996, the Foundation has been administering the day-to-day management of the running projects approved within the framework of bilateral intergovernmental S&T agreements signed by Hungary with more than 30 countries all over the world (about 650 projects per year). This activity is conducted by the Foundation based on successive contracts signed with the National Committee for Technological Development (OMFB),the Agency for Research Fund Management and Research Exploitation (KPI), and later by the National Office for Research and Technology (NKTH). >>See details here

Following the assignment by the National Administrator of the NATO Scientific Grants Program, the Foundation was administering the NATO scientific grants for Hungarian fellows between 2001 and 2004.

Between 1999 and 2007, the Foundation was a member of the Hungarian Liaison Office Network for the EU Framework Programme (FP),. As a liaison office, the Foundation's activities covered the central region in Hungary between 2002 and 2005, focusing primarily on the thematic areas such as, Quality of Life, Environmental Protection and Development of Human Resources, as well as the SME actions of the Framework Programmes. Between 2005-2007, the Foundation was functioning as the support office of the National Contact Point (NCP) for Food Quality and Safety.

The Foundation has been participating actively in the EU RTD Framework Programmes ever since their start. During FP5, it coordinated the HEURORA project (2000-2001) and was a partner organization in six other projects (Detectfraud, Fellows for Industry, Freetime, Partners for Life, Train-Net, and Ethnic). In FP6, it coordinated five projects (Enwise Ethics, TrainNet Future, Hungary for FP6, WS DEBATE, UNICAFE); furthermore, it was a partner organization in 18 other projects in the area of life sciences, environmental protection and sustainable energies, mobility of scientists, women and science, integration of SMEs into FP programs (see details under References). At present, it is a partner organization in 11 projects and coordinates one in the 7th Framework Programme. Additionally, the Foundation has taken part in several Lifelong Learning and INTERREG projects, and has won several tenders published by DG Research.

Between 1999 and 2003 it was in charge of the administrative and financial management of the Hungarian Office for Research and Development in Brussels (HunOR), as commissioned by the consortium that was established to set up the HunOR office.

In the last three years, the Foundation has organised 34 trainings, 14 international conferences, 17 information workshops and 3 brokerage events, mainly within its running EU projects.


The operation of the Foundation is supervised by the Board of Trustees, which has ten members coming from ministries and other organizations with a leading role in the Hungarian R&D sphere (Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Economy and Transport, Ministry of Informatics and Communications, Ministry of Foreign Affairs, Ministry of Environment and Water, Hungarian Academy of Sciences, National Office for Research and Technology).
The financial policy and oprations of the Foundation are supervised by a three-member Supervisory Board.

The Hungarian Science and Technology Foundation currently has a highly-qualified full-time staff of 15 people. It has established multilateral relations with hundreds of Hungarian and foreign researchers and a high number of research centres, universities and governmental organizations. The Foundation has extensive experience in the administration and financial management of international cooperation projects.
